What is Forward Explicit Congestion Notification (FECN)?

Forward Explicit Congestion Notification (FECN) is a networking function that is added to a received frame and lets the receiver know that congestion is occurring. Although the problem is the sender’s responsibility, the receiver can inform the sender to implement congestion avoidance procedures.
